Yes, those are pallets of garlic sitting on the sidewalk in front of a nearby grocery store. I've seen many-kilo bags of peeled garlic for sale, but these enormous bundles of on-the-stalk heads are certainly a first. Koreans consume more garlic per capita than anyone else, according to the ever-accurate Interwebs. This sample probably came from China. Korean garlic farmers can't meet the demand by themselves. Mmmmmm kimchi ~^
